THE ROLE OF THE UPC
The Substance Abuse Control Officer (SACO) or UPC manages the command’s
urinalysis program and is an advisor to the Commander on all matters relating to
urinalysis, including Marine Corps policy and related procedures, collection, and
transportation of urinalysis samples. The SACO/UPC must be trained before
engaging in any aspect of the collection process. UPCs must be appointed in
writing by the Commander.
UPC RESPONSIBILITIES

- Ensure observers and assistant UPCs are properly trained
- Maintain and update directives and instructions pertaining to urinalysis
