ASA manages the installation's infrastructure, utilities, services and provides base operations support, to ensure SCAB has the capability and capacity to project trained and ready forces in a sustained manner. Deputy Director Public Works (DPW) Nov 96 - Mar 2015 The Deputy DPW assists the Director supervising the activities of various departments within the public works sector. These departments include engineering services, operations and maintenance, housing, business operations and integrations, master planning and military construction, and environmental. In general, oversees the physical facilities, real property, utilities and operational service contracts that enable an installation or community to function. Selected Achievements: § Managed a $165M installation infrastruture development program. The last six years construction program totals $87.9M for 145 projects. § Awesome under pressure; by name selected to brief the installation Master Plan to countless distinguish visitors: SOUTHCOM Commanders, IMCOM Regional Directors, Host Nation Commanders, the 2006 President of Honduras, Various Boards and DVs. Developed and presented long-term plans and programs that promoted the infrastructural development of the installation. § Skillful crisis manager, engineering advisor, representative & coordinator for the US gov't during host nation initiative to establish a civilian Int'l Airport at SCAB and a highway expansion project--active, tireless involvement & coordination with local organizations & utility companies significantly reduced the impact on US ops and facilities, cost avoidance of more than $20M to relocate US facilities and operations. § By name selected as a Source Selection Board member for 5 major contracts, responsible for reviewing technical proposals of the public works sector. Two Base Support Services Contract ($30M, at 5 Option years each), two Prime Power Contracts ($10M, at 5 Option years each) and One Major Area Task Order Contract ($200M). § Developed, analyzed and managed the annual construction programs, work plans, prioritization and execution of projects and operational requirements against the annual budget in order to track the various department's expenditures, workloads and success. in charge of the disaster relief efforts and projects of the most catastrophic hurricane in the history of Honduras, 1998-1999. § The go-to-man for Base Ops, oversight and technical performance evaluator of the Base operations support contractor, 200+ personnel, plus a $12M annual budget to support the operations and maintenance of all real property and in some instances engineering equipment.
