Mid-Level Contract Specialist * Senior Procurement Specialist
A skilled purchasing and contract specialist with over 20 years experience in computer, communications, and electronics procurement as well as governmental contract closeout, and pre/ post award actions. Thorough knowledge of government and private contract regulations. Knowledge of principles and practices of project management; cost accounting principles; full cost determination; step-down cost methodology; cost pools; cost objectives; standard costing and government cost allocation methodology. Ability to gather and analyze cost data, evaluate results, participate in negotiations, and develop solutions. Prepare a variety of written documents; maintain impartiality, objectivity; apply principles of governmental accounting; apply Federal (FAR), State, and County policies and procedures; provide direction to others; represent the government or department with tact and diplomacy.

Advanced computer skills and strong IT background - ability to acquire expert level knowledge of client systems and provide effective training and support to team members in the use of client and in-house systems. Experience with computer programming to the coding level (i.e. BASIC, COBOL, C, etc.); flowcharting; understanding of logic, data manipulation and troubleshooting basics; reporting; and software upgrade testing.
