  • I served as a Jr. Acquisition Contract Specialist under contract to the U.S. Department of Housing and Urban Development (HUD) to perform contract closeout and contract post award support.
  • HUD tasked the Antiok team to closeout a backlog of over 10,000+ aged contracts.
  • As a team, we came up with a plan, prioritized multiple closeout programs and utilized FAR and streamlined closeout processes.
  • The de-obligations associated with these closeouts totaled over $25 million. Once the backlog was completed, additional lists of expired contracts were assigned.
  • I have served as team lead and on-site supervisor for these projects.
  • At the start of the closeout project, HUD possessed a large volume of aged contracts that were expired, but not closed. As part of the contractor team, I assisted in creating procedures that allowed Antiok staff to perform the closeouts in a timely and effective manner.
  • Based on my computer background, I took on the challenge of learning all facets of the HUD HPS and SPS (procurement) systems. Through meetings, questions and knowledge gained from HUD government representatives and system specialists, I learned enough about the HPS and SPS systems to train other employees in the closeout process.
  • I also acted as the liaison with HUD system specialists to work through the many errors we come across in the HUD systems. I am now qualified to provide training and support to all Antiok staff and new employees for the closeout project. As a result, Antiok is now able to work through the closeout process with ease.
  • In 2011, I provided end of fiscal year post award support to the Community Services/Housing Support Division within Office of the Chief Procurement Officer (OCPO) to include issuing modifications to extend the period of performance; adding funding; and processing ratifications.
  • I attended training for the new HUD Integrated Acquisition Management System (HIAMS)/PRISM. This training allowed me to support staff in the entry of data for orders that were migrated from the HUD HPS System to HIAMS.
  • My strong oral and written communication skills, along with direct mentoring, has given me experience in writing Acquisition Plans and Technical Evaluations.
  • I also utilize the Federal Acquisition Regulations (FAR) to determine the appropriate course of action for requirements.
  • In 2012, I assisted in assembling a "toolkit" for the use of the Contract Specialists within the Ginnie Mae Division of HUD.
  • This "toolkit" is an internal online reference guide which provides technical definitions and detailed instructions as to how to complete a contract from the time the request for service or supplies is received until the contract is closed out (cradle to grave). Ginnie Mae also required pre and post award support during this same time frame. I was able to dedicate personal time to being mentored by my Program Manager in reviewing Statements of Work, Terms and Conditions and Clauses; and producing Technical Evaluation Spreadsheets and Cost and Price Analysis for critique. This functional training supplemented the course work I accomplished with Strayer University.
