Identity Information System (IIS) Deputy Business Owner 


IIS is the central repository for tracking human resources, security, and all IT systems accesses for BIA, ASIA,and BIE systems. As the Deputy Business Owner I:  

  • Process the Quarterly Audit to support the Federal Information Security Management Act (FISMA) Review.
  • Conduct a Business Impact Analysis (BIA) to identify potential impacts to critical mission functions, and to establish recovery objectives in a contingency situation.
  • Complete annual Role Based Security Training (RBST) as required by the DOI Role-Based Security Training Standard.
  • Ensure that all persons with access to the system or the resident information have been appropriately vetted through the Homeland Security Presidential Directive – 12 (HSPD12) process to include identity verifications, position risk designations, background checks and that these persons have reviewed, understood and agree to abide by organization or system-level Rules of Behavior (ROB) and Non-Disclosure agreements (NDA).
  • Define and document roles and responsibilities to be available and assigned to personnel regarding the access to and management of the information processed, stored, or transmitted by the system.
  • Ensure that quarterly account reviews are conducted to verify that all users still require access to the system.

Security Control 

  • Collaborate with managers and users from multiple DOI Bureaus and offices to schedule DOI Access meeting.
  • Provide senior technical first call resolution to support users from multiple DOI Bureaus and offices. Support includes responding to service tickets or answering phone calls, as well as troubleshooting and resolving IT applications or any technical computer issues related to customer workstations or desktop applications.
  • Complete a system security categorization (in coordination with the System Owner) in accordance with Federal Information Processing Standard (FIPS) 199 and National Institute of Standards and Technology (NIST) Special Publication (SP) 800-60 (Volumes I and II).

Technical 

  • Maintain data integrity for IIS.
  • Lead System Administrator for Trust Asset Accounting Management System (TAAMS), CITRIX and AS400 running on two operating systems. Administer and generate TAAMS accounts and determine what types of privileges or access rights are required for users.
  • Initiate note to Land Title and Record Officers (LTRO) of stakeholders' setup for TAAMS accesses and technicians for installing software on users' desktops.
  • Manage and troubleshoot problem relating to system and passwords.
  • Utilize the IIS to approve/deny access to the information system and to determine what types of privileges or access rights should be authorized based on an individual user's duties.
  • Provide expert advice on TAAMS system, including technical support and setup assistance for the entire organization.
  • Participate on Bureau of Indian Affairs' (BIA) Bison Connect Migration Team to coordinate the transition from Outlook to Bison Connect.
  • Generate DOI alert tickets on various users' email and calendar system. I provided detailed training and step-by-step instruction related to Bison Connect.
  • Provide guides on migrating Mobile Devices, such as BlackBerry, iPad, or iPhone to BisonConnect.
  • Install and test GASMO Plugin via SCCM on users' machine. GASMO allows an Outlook/Google Apps synced user profiles. I previously assisted my colleagues in installing Google Apps Sync Microsoft Outlook (GASMO) onto their computer.


Department of the Interior - Assistant Secretary-Indian AffairsHerndon, VAIT Specialist (INFOSEC), GS-2210-12/706/2005 to 06/2013

As the User Administration Team Lead, I: 

  • Oversaw and managed the IIS' stakeholders' user data.
  • Ensured that allusers with access to the system have been appropriately vetted through the Homeland Security Presidential Directive – 12 (HSPD12) process to include identity verifications, position risk designations, background checks and that these persons have reviewed, understood and agree to abide by organization or system-level Rules of Behavior (ROB) and Non-disclosure agreements (NDA).

  • Monitored access to vulnerability security tools, such as nCircle, NetIQ, Snort, CounterAct, NetProbes, and Citrix Netscaler (web proxy).

  • Designed IIS WebX training to support the Bureau of Indian Education (BIE) employees.
  • Administered and generated TAAMS accounts and determined what types of privileges or access rights to grant.

Department of the Interior - Assistant Secretary-Indian AffairsHerndon, VAIT Specialist (Network), GS-2210-1206/2000 to 06/2005

As a Network Analysis I: 

  • Served on the Help Desk Team to provide technical support for Desktop, Laptops, Servers, the Local Area Network (LAN), and the Wide Area Network (WAN).
  • Served as a backup Network Administrator with the Novell migration, configured PCs, installed software, setup end-users' accounts thru the NetWare Administrator Tools.
  • Served on voice over IP (VoIP) team in migrating voice traffic from exiting data networks.

Security Control 

  • Monitored network performance issues including availability, utilization, throughput, installation, configuration, and testing of equipment.
  • Secured network by performing network monitoring and analysis, and troubleshooting network problems or escalating problems to vendor.
  • Monitored mail server by ping router IP, Channel Service Unit/Data Service Unit (csu/dsu) router and Universal Table Editor (UTE).

Technical 

  • Handled the data lines, analog lines, programmed the phones, switched cables and fax lines, swapped phones, set up voice mail, and reset and update to the Siteman Computer.
  • Troubleshoot and performed backup and diagnostics on the Siteman Computer.
  • Installed, debugged, modified, and maintained end-users hardware and software to access the LAN, WAN, Internet, Intranet, mainframe-hosted system. Ran patches for varied program and applications. Installed and setup the Lotus Notes (e-mail) system and accounts, Sametime, and Novell clients account through Network Neighborhood.
  • Provided training on TAAMS system, Windows 98, Windows 2000, and Excel 2000.

As a Budget Analyst I: 

  • Processed account payable invoices.
