Negotiate, acquire and administer permits and natural resources clearances for utility programs and projects.  Evaluate construction designs and scope of work and determine applicable permits and/or Natural Resources Clearances.  Consult with project manager, planning teams, engineers, etc., advise of applicable permits and offer alternatives solutions that minimize permitting timelines and complexities, acquire all the applicable permits/ clearances, ensure/enhance compliance with various permit requirements.  Alternatives and solutions are often presented to avoid permits and/or conditions, minimize environmental impacts and reduce complexities.  Work as an environmental liaison between the regulatory agencies and the constructions crews to develop practicable resolutions.   Develop, implement, and manage water permit programs and permits.  Interpret regulations, permits, policies, and guidance, consult with regulatory agencies, facilitate stakeholder meetings and discussions, establish program direction, develop procedures, tools, provide in-field solutions, information resources, and coordinate training.  Prepares, submits and negotiates complex permits by evaluation of multiple permitting alternatives and strategies, active involvement of external stakeholders and multi-agency coordination.

Conduct comprehensive environmental reviews for construction and facility projects to determine applicable permits, natural resource clearances, hazardous material and chemical reviews, and/or studies for project/site specific conditions and proposed activities. Provide professional consultation with regulating agencies, project / facility managers, planning teams, consultants, and engineers with regards to specific environmental conditions and applicable permits.  Have a significant amount of managerial oversight, interpersonal communication, influence, knowledge of construction activities and possible environmental impacts, and experience in guiding project managers, contractors, crews, and engineers to acquire permits, adhere to permit conditions, reduce environmental impacts, and suggest alternatives to manage or avoid environmental impacts.
