I am a team developer and willing participant. As Executive Director of the Probation Commission I offer 35+ years of experience, an MSW in Administration and Planning/Public Policy concentrations, a BS, in Psychology, Certificates, and training.
I began my career with the county at the age of 21. I was a pre law major when I started working 10pm-6am, at MacLaren Hall (Probation) , as a Group Supervisor A/N. I was not much older than the teens I supervised. The depth of what I experienced changed the direction of my life and career forever. Over my 35+ years I have experienced DCFS (1986) created to save children from systems re-abuse. MacLaren Hall became MacLaren Children's Center, with support from The BOS, mobilizing internal and external constituents, community stakeholders, evaluation and effective utilization of federal laws, state regulations, departmental policies and procedures and Directives.
The Probation Department is faced with many challenges. Fundamentally their targeted population has progressively changed from juvenile delinquency that was once more clearly defined, to juvenile delinquency that is riddled with drug addiction, mental health issues, developmental challenges, violence, gangs, poverty, physical handicaps, homelessness, sexual identity issues and most importantly socio-economic challenges. Not Forsaking the cultural population shifts. Life shows us that change is inevitable. In order to Help the Department and it staff minimize further harm, we too MUST reform. I am resilient, inclined and willing to address the deeply rooted, complex and long standing challenges that face the system and Probation Department reform.
Over the past 20 years I have worked with 7 Probation Chiefs, Interim Chiefs. 2 Police Chiefs, 1 Sheriff, 2 DCFS Directors and a host of collaborative Administrators and constituents. Over the past 15 years with the Probation Department I have seen DOJ audits, Consent decrees, Law suits and host of Consultants. I have experienced the frustration of the BOS, CEO,DOJ and the community. I have watched the department, its staff and their unions struggle to remain professional, mentally and physically healthy while providing services, and navigation through the department challenges.
As Program Manager I have been a part of many successful projects. The success of those initiatives all had the same things in common, transparency, inclusion, executive support and external oversight, over the past 20-25 years the system has made several attempts at incremental changes. Now, given the climate of reform, in the wake of federal audits, law suits and compromised budgets, now is the time for evaluating, redesigning and redefining the Probation department's role within the County family and the community.
Currently, we are placed in a position of reform. Even the most well equip find the natural response to change, to be resistance. As a realist I know the process maybe uncomfortable and arduous, for some. However, as a well equip Manager of change and visionary I know It can be done. We must nurture the department's growth, through active, ongoing support and oversight, helping to ensure the development and implementation of population appropriate service delivery that is fluid and inclusive.
I have experienced the Probation Departments challenges up close and personal. As Executive Director I offer my Education, multi-faceted career, Expertise and proven dedication. For 35+ years I have freely and without mental reservation sworn to an oath to faithfully discharge my duties. My personal mission has always been driven by the needs of Children, Youth and their Families'. I remain committed.
