I am a Contract Specialist for the Internal Revenue Service, Southeast Area Field Procurement Operations in Atlanta, GA. I independently provide timely, effective contract awards and procurement administration consistent with the needs of the customers within the agency while applying procurement laws and regulations. I process and negotiate a variety of procurements utilizing simplified acquisitions procedures. This includes but is not limited to open market purchases both within and above the simplified acquisitions threshold utilizing the System for Award Management (Sam). In addition, I purchase supplies, equipment and services utilizing various Government Wide Acquisition Contract (GWAC) sources such as GSA Advantage, GSA Ebuy and NASA SEWP. I perform pre-award and post-award procurement actions to include reviewing and analyzing statements of work, assisting with technical evaluations, determines contract type, price reasonableness and ensure that a submitted document are both accurate and complete. I resolve delivery and acceptance disputes, process claims filed against the Government and assist in the preparation of actions such as Ratifications and Novation Agreements. I solicit quotes, proposals and negotiate with potential contractors who may provide goods and/or services for the government.

I currently utilize multiple internal systems in the performance of my daily duties such as:

· The Procurement for Public Sector (PPS) an automated system used to create a Purchase Order against a requisition request that has been submitted to obtain goods and services.

· Automated Workflow Approval Routing Efficiency (AWARE) System which is used for the purpose of routing documentation through the approval process.

· Folders Management, a system used for the purpose of uploading all documentation associated with the entire procurement process from the initial request to the final award document.

In my current position, I am required to interact with executives, managers and management officials in the performance of special assignments or projects. I have participated in site visits, assisted in training sessions with our business units regarding requirements for requisition submission and participated in off-site seminars. In the performance of my daily assignments, I am bound by regulatory and contractual time frames. Issues frequently arise that requires immediate attention. As such, I must establish milestones and formulate procurement strategy. I perform various contract administration functions to include, but not limited to verifying contractor’s progress, issuing modifications when needed, resolving delivery disputes and conducting contract closeouts.

As an Evidence Technician, I initiated and maintained necessary laboratory procedures to ensure that drug and non-drug evidence seized by law enforcement agents was received in the laboratory in a properly sealed and documented condition. Once received, I maintained the chain of custody and became accountable for the evidence from the time of receipt in the Laboratory until its final disposition. I utilized a computer tracking system to track all evidence received. I stored evidence in a secured vault area, I distributed evidence to Forensic Chemist for analysis, I prepared the evidence for court and on occasion, I represented the Drug Enforcement Administration during court proceedings by testifying under oath at trials regarding the custody of evidence. United States Army Reserve - Movement Control/Medical Supply Specialist

I was deployed to active duty status in support of Operation Desert Shield in Riyadh, Saudi Arabia. This was inclusive of providing housing units without prior notice, supplying food and water, processing requisitions for vehicle repair and supplied gasoline for vehicles as part of support battalion. As a result, I was awarded the US Army national Defense Service Medal, 1990 and the Southwest Asia Service Medal with Bronze Star (Operation Desert Shield), 1990
