Position of Commissioning and Startup Manager since April 2013. My role as the Commissioning and Startup Manager is to plan and subsequently manage commissioning and early operational phase (first two years) of commercial XTLH plants, ensuring that operations are effective and in compliance with applicable national and international environmental, and safety standards, codes, rules and best practices. As such, I am currently residing in Louisiana full time working with Juniper GTL LLC.
Responsible for the management and safe execution of development of programs and procedures for the Exxon Mobil Papua New Guinea LNG Plant.
•Operations and Maintenance Procedures and Training. Developed by subcontractor AMEC also provided overall coordination of the work including cost, schedule management and progress reporting. Managed the development of procedures and training manuals.
•Maintenance and Reliability Programs.Developed a plan to provide technical expertise in support of Equipment Strategies and M&R Criticality rating development. Developed a plan to provide technical expertise to support finalization of the PM Program and Schedule. Developed a plan to populate Esso Highlands Ltd's Computerized Maintenance Management System (CMMS) data templates.
•Training and Competency Assurance Programs including simulator training. Coordinated with the subcontractors and equipment suppliers, other project contractors, their subcontractors, equipment suppliers to identify, develop, and deliver a training program for operations and maintenance personnel involved in start-up, operations, and maintenance of the PNG LNG Plant. The training program consists of a series of training courses suited to the various disciplines, systems and aspects of the operation.
•Process Data Surveillance Plans. Managed the Honeywell coordination to identify all maintainable or replaceable components of the Operations Surveillance System and tag them in order to incorporate the equipment and replacement parts in the CMMS.
Responsible for the planning and safe execution of all required activities associated with the energized and dynamic testing of process units and achieve ready for startup status. Chevron Cabinda (Angola) LNG Plant.
•Conduct system walk-downs to ensure that all components and equipment are mechanically complete in accordance with the project designs, drawings, technical specifications, all applicable codes and standards.
•Verify all safety systems for the protection of personnel and property are properly installed and that the system/sub-system is ready for pre-commissioning activities to commence.
•Verify completeness of documentation provided by the construction team to substantiate mechanical completion, prior to executing the Mechanical Construction Completion Certificate releasing the system/sub-system ready for pre-commissioning.
•Identify and schedule the required vendor and subcontractor support for the relevant pre-commissioning and commissioning activities and ensure that their services are available on site at the required time.
•Develop pre-commissioning and commissioning procedures for all systems/sub-systems.
•Ensure that the documentation developed to substantiate the pre-commissioning and commissioning activities are loaded into database.
•Ensure that the appropriate pinnacle documents are generated before executing the Pre-Commissioning Completion Certificate to release the system/sub-system ready for commissioning.
•Commission all systems/sub-systems in accordance with the developed commissioning procedures.
•Ensure that all changes are properly marked on the respective engineering document and routed through the Management of Change (MOC) process for approval. Mark-ups and MOC approvals shall be included in the system dossier and also used in developing the final as-built document package.
Managed numerous projects simultaneously within budgetary restrictions.
Chief Technical Process Adviser
Responsible for the pre-commissioning, commissioning, and startup of UOP Process Units. Responsible for the inspection of process equipment and piping, rotating equipment, vessels, instrumentation, Distributed Control Systems related to UOP process technology.
My responsibilities included
Loading of Reactors, Driers and other vessels with UOP manufactured catalyst.
Developing startup schedules and procedures, customer training of UOP technologies in the class room and in the field.
Developing data collection such as mass balances.
After unit commissioning, startup and optimization I conducted performance tests to prove the unit prior to customer acceptance.
