I am a highly motivated and experienced Real Estate Housing Executive who possesses the requisite specialized experience at a level of difficulty and responsibility equivalent to the LL1 grade level within the Federal service. As the Director, of the Office of Asset Management and Portfolio Oversight (OAMPO), I exercise full managerial responsibility for more than 90 employees. I routinely provide strategic and operational expertise to the Deputy Assistant Secretary (DAS) and am responsible for leading and participating in major decisions and general management of the agency to improve and safeguard the Federal Housing Administration's (FHA) $73 billion Multifamily Housing Portfolio. Additionally, I leverage my expertise in interpreting, evaluating, and implementing various aspects of legislation and regulations governing multifamily mortgage credit policy requirements for government insured/guaranteed multifamily mortgages. In this capacity, I also analyze the implications and impact of current and proposed program policies, procedures, and practices. I developed new concentrated risk principles and other performance-based metrics are now codified in The Transfer of Personal Assets (TPA) Handbook Chapters. As a result, I am afforded broad discretion with respect to implementing risk mitigation strategies, which have led to the successful resolution of issues of major significance or concern. I regularly explain multifamily program goals, technical or program requirements to senior level staff, employees, other Federal/State and local government staff, and interested public industry groups to address and resolve controversial issues. I have also attended Congressional Hearings, met with congressional members and their staff, on budgets and other matters related to FHA-insured multifamily housing.
OAMPO is responsible for the portfolio of multifamily assets after the development phase. In this capacity, I support the goal to support the targeted Multifamily Housing mission within the broader mission of HUD. I work to accomplish this through the development of supporting policies and interpretation of policy, control of participation in the multifamily asset programs, oversight of lender and field servicing activities including multifamily management and field operations, and management of relationships with internal and external partners.
As the Deputy Director for OAMPO in Multifamily Housing, I am responsible for developing new programs, modifying existing programs, improving controls, maintaining policies, procedures and guidance that safeguard the Federal Housing Administration's (FHA) $73B Multifamily Housing Portfolio. I managed a diverse staff of over 1,023 employees including 13 subordinate managers and supervisors. The employees are located throughout the United States - Headquartered in Washington DC, and operationally disbursed in five Regional Centers located in Atlanta GA, Baltimore MD, Chicago IL Ft. Worth TX, New York City NY and San Francisco CA; and seven Satellite Offices.
