I have an aggregate of more than 38 years' experience in the field of law enforcement: approximately 25 years with the Los Angeles Police Department (LAPD); approximately 10 years with Jamaica Constabular Force (JCF); and three years with USC Campus Police Department (Public Safety Department). I attained first-line supervisory rank in the previous two departments, and a service record of excellence in all three departments. Over these 38 years, I have developed into an effective and proven leader, and have become an ardent practitioner of the principles of "Situational Leadership." In addition to my effective leadership skills, I am known for my outstanding written and verbal communication skills; innovative problem-solving skills; analytical and reasoning skills; and effective organizational and planning abilities. Core Accomplishments
  • Planned, coordinated, and executed one of the most successful anti-gang multi-agency task force operations to target the most violent street gang in Los Angeles, the Black-P Stone.
  • Authored the operations plan and supervised the Safer Cities Initiatives program in the gang-crime ridden area of Baldwin Village, in the Southwest Area of Los Angeles.
  • Created/developed a "Graffiti Free Zone" operations plan, which was embraced by the Los Angeles City Attorney.

  • Officer in Charge, Southwest Gang Impact Team (GIT), which includes Gang Detectives, Narcotics Unit, and Gang Enforcement Detail, and Assistant Commanding Officer, LAX Field Services Division (FSD).
  • Worked collaboratively with Parole/Probation, ATF, FBI, and USSS Agents, School Police, City/District Attorney's Office, and other city-service providers to develop and implement effective strategies (including pro-active, prevention, and intervention strategies) to reduce gang/narcotics offenses in Southwest Area.
  • Developed/oversaw the implementation of plan for a two-year combined LAPD/Federal task force operation with FBI agents, resulting in the destabilization of the Black P-Stones street gang, one of the most violent/notorious street gangs in the City (coordinated similar operations with ATF-to target other gangs).
  • Recognized by command staff, peers, subordinates, and representatives from outside-agencies for exercising appropriate command/control over potential crisis/emergency situations.
