Accomplishments

Spearheaded the development of national VA policy regarding Logistics quality management and operations. As Acting VHA Chief Logistics Officer, I created a Process Action Team which developed national policy in response to GAO recommendations, coordinated the multi-program approval process and signed into effect the implementation directive issued to the field.


Solicited, negotiated and awarded numerous multi-million dollar construction projects including the purchase of property and development of a newly constructed 60,000 square foot outpatient clinic.


Successfully implemented and managed a Network Equipment Standardization Program that resulted in annual savings of approximately $500,000 ($4-5 million annual budget)


Led the Network's first-ever successful emergency management response deployment in October 2013. Approximately 50 emergency management response personnel were deployed from around the Southwest and mobilized in Albuquerque, New Mexico for three days. A mock disaster drill was coordinated with Federal, State and Local authorities in New Mexico.


Promoted to Program Manager (Chief, Acquisition and Materiel Management Service) at the facility level at age 32 after just six years in the VA Acquisition system.


Oversaw the roll-out of numerous new programs throughout my VA career that required development of local, regional and national training solutions. These included:


National and regional training for implementation of new acquisition and inventory management policies.


Local training for implementation of new VistA programs (IFCAP, GIP, AEMS/MERS, CPRS, Work Orders, Time & Attendance).


Ongoing training for continuing education and employee competency requirements.

  • Managed all logistics operations for seven medical facilities located throughout the Southwest (Amarillo, TX; Big Spring, TX; El Paso, TX; Albuquerque, NM; Prescott, AZ; Phoenix, AZ; and Tucson, AZ). Participated in the development of national policy for VA logistics operations. Served as the Chief Logistics Officer for VHA in a temporary assignment for approximately six months. Served on regional and national committees and led several process action teams. Developed national training programs for VHA acquisition and logistics operations including comprehensive training on a new automated VA contracting system (eCMS). During my assignment in VA Central Office, was responsible for implementing regulations for monitoring and maintaining quality standards throughout the VA Logistics system.
