Maintenance Material Control Officer
January 2014 to January 2016
Fleet Logistics Squadron Four Zero - Norfolk, VA
  • Manages the production efforts of 362 personnel maintaining 15 C-2A Grumman aircraft. Supervises, plans, and executes maintenance of operational assets to meet required milestones and deliverables. Prepare documentation to include: 3M Summaries, Performance Summary Reviews and Commanding Officer Reports. Ensure that the customer receives a safe, effective and suitable product.
  • Developed standardized maintenance procedures for technicians and provided new policy to front line managers.  Actions resulted in increased aircraft availability and decreased down time.
  • Analyzed and determined improvements for aircraft in a down status for over 13 months. Direction to team resulted in making 5 new aircraft available for flight operations.
  • Communicated weekly with TRIAD managers, Stakeholders and Norfolk Supply Department to ensure aircraft have required material support. Brief item managers and executive personnel on the the status of material required. Efforts enabled all aircraft to meet scheduled PMI induction times.
  • Worked with Norfolk corrosion experts and E2/C2 WING in developing new MRC's to inspect aircraft for material defects before induction into PMI.
  • Managed a 6.5 million-dollar financial budget to support administrative and operational requirements.
Assistant Maintenance Officer/ Contracting Officers Representative
January 2011 to January 2014
Helicopter Sea Combat Squadron Three - Coronado, CA
  • Managed the human resources and administration effort for over 740 military, Squadron Augment Unit personnel and civilian employees maintaining 36 H-60S helicopters. Contracting Officers Representative (COR) for 109 United Resource Services civilian employees and 8 DOD employees.
  • Developed metrics for tracking manning trends in order to predict future manning issues.
  • Provides oversight and leadership direction to Navy Personnel Command and Type Commander Staff to ensure manning issues are identified and resolved early.  Efforts resulted in 100 percent staffing.
  • Reported and documented performance reviews for 8 Department of Defense employees to the Commodore and the Human Resource department. Involved in the hiring process for new employees.
  • As the COR, developed justification and awarded a $2.9 million contract for 109 URS civilian employees.  Efforts enabled the continuous augmented maintenance support for operations.
  • Prepare and initiate reports and evaluations of contractor's performance for the Director, Contracting Officer and for contract files.
  • Conduct surveillance of contractor performance in all areas in accordance with the developed Quality Assurance (QA) plan to ensure policy and procedures are adequate and enforced.
  • Resolve problems with contractor performance by identifying technical problems, analyzing installations or facilities problems, determining material deficiencies or substitutions, and by setting QA standards.
Assistant Department Head/AIMD Maintenance Officer
January 2009 to January 2011
USS NASSAU LHA-4 - Norfolk, VA
  • Plans, coordinates, and manages the Aircraft Intermediate Maintenance Department consisting of over 120 personnel.
  • Controls production divisions and monitors workload priorities and assigns completion times for check, test, modification, calibration and overhaul of aircraft engines, airframe systems, avionics systems, special aviation maintenance support equipment and associated components. Requisitions required material.
  • Assist in the development of management plans and strategies; milestone planning and tracking; evaluations of program schedules, and deliverable tracking for MV-22 aircraft.

Early Air Warning Squadron One Two Six - Norfolk, VA
  • Administers program to ensure qualitative adequacy of material within the command. Reviews directives concerning utilization of material, formulating policies to ensure compliance. Evaluates efficiency of aircraft material under operating conditions and recommends corrective action. Maintains accounting records, plans logistic needs and maintains liaison with support supply activities. Implements material allowances for aeronautical activities.
