  • Mr. Elder held the positions as Team Lead for the Training and Exercises (T&E) team and is the current Lead for the Outreach Team for the Department of State's (DOS), Office of Emergency Management (OEM) Policy and Planning Division (PPD).  As the overseer of these programs, he developed plans, policies, procedures and capabilities to ensure the Department is prepared to respond to and recover from any emergency event that may endanger its employees, information and property.  He ensured the Department is capable of sustaining critical operations during and after an emergency; and, is responsible for overseeing the emergency management exercise program for Department of State domestic facilities and personnel.  This includes directing the issuance of policy, requirements and guidance associated with the Department's Emergency Action Plans including Continuity of Operations, Continuity of Government and Enduring Constitutional Government.  Mr. Elder coordinated with external and internal partners to fulfill legally mandated multi-agency responsibilities ensuring clear roles, responsibilities and procedures are in place to effectively manage all emergencies.  He also coordinated with all Department Bureau's, Offices, federal, state and local Emergency Management Offices to develop and implement a viable exercise and after action program. 
  • Mr. Elder coordinated with Bureau Directors to recruit, select and train volunteers to serve as controllers, evaluators, and observers.  He provided expert technical assistance to various Bureaus and Offices regarding exercise planning and execution and participated in a key advisory role with Bureaus' and Offices in the development of their ability to plan and execute drills and exercises.  These tasks have demonstrated his uncommon ability to plan, organize and manage time effectively. 
  • Mr. Elder has outstanding oral and written communication skills.  This is a necessity when he prepares Directorate correspondence for signature to forward to external Departments and Agencies. He has demonstrated this ability while working independently and diligently on special projects in the absence of supervision.  This led to Mr. Elder being hand selected as the Subject Matter Expert (SME) to develop a new course for all State Department employees called Emergency Preparedness Basics (PD 542).  Many of these projects are sensitive and for Trusted Agents only.  Mr. Elder has proven his remarkable ability to maintain confidentiality in the performance of his duties.
  • Mr. Elder provides oversight of all Outreach Programs and activities utilizing a project management methodology.  He ensures all phases of coordination for local Roadshows within the National Capital Region (NCR) and for all travel shows for Department of State Bureaus Domestically located.  He is the focal point in all logistics and trip planning, and spearheads the local emergency preparedness Program Brochure Creation and Development for products used during site visits.  He successfully planned, coordinated, and executed local and travel roadshows reaching over 9,000 employees at 23 different different locations yearly.  Mr. Elder coordinates the Annual National Preparedness Fair (PF) held every September in the Exhibit Hall of Harry S Truman (HST) Building. This annual event is attended by interagency and community partners promoting preparedness programs and efforts throughout the National Capital Region and is the Departments main event as part of Americas PrepareAthon!  
  • Mr. Elder supervised five Virtual Student Foreign Service (VSFS) Interns to assist the OEM throughout the year focused on supporting preparedness efforts. 
  • Mr. Elder represents the Department as a member of the Emergency Preparedness Working Group which was chaired by the White House and is currently chaired by FEMA.  This working group allows agencies to leverage their mission equities to advance preparedness.  
  • Mr. Elder is half way through the nine month Executive Leadership Program (ELP) which will provide him advanced training to achieve excellence in leadership.  Mr. Elder was presented with a Meritorious Honor Award for his accomplishments in 2016.

  • Security cleared Disaster Preparedness Specialist with a TS/SCI clearance and 30 plus years of experience ranging from full-scale exercise execution and analysis to classroom instruction and instructional design.
  • Mr. Elder supported the Federal Emergency Management Agency's (FEMA) National Continuity Programs (NCP) Operations Directorate in the development of Continuity of Government (COG) exercise requirements, analysis, documentation, and implementation supporting NSPD-51/HSPD-20: National Continuity Policy.
  • Mr. Elder developed evaluation methodology, prepared collection plans, analysis of functional areas, developed training objectives, briefed senior leaders, produced executive summaries, after action reviews and implementation plans.
  • The exercises developed by his team were designed for testing and validating policies, plans, procedures, training, equipment, and interagency agreements.
  • Mr. Elder advised the client on developing tasks, conditions, and standards (TCS) for its deployable communications platform and then developed exercises based around the TCS.
  • He wrote and edited technical documents; prepared studies/briefings for senior-level executives regarding emergency management operations and related issues.
  • He provided technical and Subject Matter Expertise in the area of exercise planning and design.
  • Mr. Elder also consulted on contracts with agencies to conduct policy analysis, program support and training and exercise support for emergency management, continuity, Emergency Operations Center (EOC) management, and other homeland security programs.

  • Mr. Elder was the Exercise Planner for the Army Operations Center (AOC), providing exercise support to the Headquarters, Department of the Army (HQDA), at the Pentagon.  He was the point of contact during exercise planning and execution of National (Level) Exercise Program (NEP) exercises.
  • Mr. Elder directed strategic initiatives in coordination of and participation in working groups, and Planning Conferences for HQDA.
  • He oversaw the successful development, document preparation, organization and facilitation of the AOC's Crisis Action Team (CAT).  The Standard Operating Procedure (SOP) was completed and rolled out one month ahead of schedule.

  • Mr. Elder was the Chief, Flight Attendant Evaluator, (Quality Assurance) and "highest qualified" Air Force One Flight Attendant. He was entrusted to provide personal service and ensure the safety and comfort of passengers and crew before, during and immediately after flight.  He took charge in emergency situations.
  • Mr. Elder was responsible for managing the United States Air Force's Standardization and Evaluation Program at the Wing level for Air Force One's (AF-1) Flight Attendants.  He ensured the Wing was compliant with higher Headquarters directives and publications; this resulted in several outstanding ratings.
