Manage and oversee the Merchant Services contract and business for the entire state of WV.

  • ·Project lead for the transition to a new merchant services provider for the entire state government of WV in 2021. Required coordinating with all card processing agencies in the state to swap out all hardware and transition all in-house and third-party software to process card payments through a new vendor.
  • Work with state agencies, including higher education institutions, to find and establish card and ACH processing solutions that meet their needs.
  • Review, write, and approve RFQs, RFPs and RFIs for state agencies.
  • Participate in RFP committees to review, score, and select vendors based on submissions.
  • Hold meetings with state agencies and third parties to setup card and ACH processing that meet requirements of the agency and all applicable state laws.
  • Work with merchant services vendor to establish MIDs for agencies and connections for any third-party setups. Add any services to the contract that are needed by state agencies or local governments.
  • Manage PCI-DSS compliance for the WV Treasury and support state agencies and local governments with their PCI-DSS compliance efforts.

Manage and oversee the WV Treasury in-house E-Gov system.

  • Online payment system for use by state agencies including higher education institutions.
  • Over $700 million processed through E-Gov in FY 2022.
  • Over 80 state agencies utilize this system for the acceptance of payments online.
  • Utilizes custom built payment pages designed and built by myself and staff, as well as full API integrations with many third-party systems.

Manage and oversee the WV Treasury in-house WV Go-Pay system.

  • Online and in-person payment system for use by local government.
  • New program established in 2022 to setup a cost-effective online payment system to help local governments to meet new legislative mandates.
  • In second half of 2022 and early 2023, over 100 meetings with local governments held and presented at over 15 conferences and trainings around the State to help local governments understand legislation and get setup for payments through WV Go-Pay.
  • Over 30 local governments have already started using WV Go-Pay with 20 more currently being implemented. Over 50 MIDs established and over 60 payment pages live currently.
  • Rapid expansion of WV Go-Pay expected to continue throughout 2023.
