Oversee a budget of $1.2 million, of which 30% is supported by grants or other revenue sources.

  • Ongoing COVID-19 response and recovery, including the planning and implementation of a successful public testing site and countywide Alternative Care Facility.

Chief of Police, 08/2008 to 06/2012
Wisconsin State Capital Police Department – Madison, WI

Oversaw 7 work units for 50 full-time sworn officers and 25 full-time non-sworn employees in both Madison and Milwaukee, Wisconsin. Included Investigative Court Services, Dignitary Services, Police & Security, Bike Unit, Horse Patrol, State Safety Office and Communication Unit. Provided protective services to Governor and their family, Lieutenant Governor and visiting dignitaries.

  • Received international acclaim for peacefully handling state capital protests due to Budget Repair Bill Act 10. Protests occurred in unprecedented magnitude, including the largest demonstration in the state's entire history. Oversaw extensive external support, including 225 Law Emergency agencies and a daily contingency of up to 550 officers. 1.5 million people visited the capital during 37 days of intense protests. Achieved goal of zero arrests or injuries, no property damage and effective functioning of state government and nearby offices.
  • Provided leadership over complicated criminal investigations, processing over 1,000 court cases annually.
  • Led organization to become highly skilled in the use of sophisticated surveillance and alarm devices to detect criminal activity.
  • Proposal for addressing safety in the aviation industry led to the outline for the Safe Skies Act, which was passed unanimously in 2011.
Administrator - Division of Juvenile Corrections, 03/2004 to 08/2008
State Of Wisconsin – Madison, WI

Successfully led the administration and direction of Juvenile Corrections for the state of Wisconsin with an operating budget of nearly $194 million with a juvenile population of 850 and 725 employees. Gave direction and assessed effectiveness of Youth Aid programs in all 72 counties and 5 correctional facilities. Maintained positive relationships and represented division to outside organizations, both public and private.

  • Maintained quality programming for juvenile offenders in the face of significant budget and operational challenges, including a $9 million deficit while preventing layoffs and institutional shutdowns.
  • Implemented polices and procedures to prevent opportunities of sexual conduct amongst inmates and staff upon notification of such allegations. Requested an independent team of national experts to investigate allegations and received a positive assessment that the allegations did not have merit. The actions taken are regarded as the highest quality of operational standards and are in continued support by the team of national experts, the Governor and the Secretary of Corrections.
Deputy Police Chief - 2nd in Command, 10/1998 to 12/2003
Beloit Police Department – Beloit, WI

Gained on-the-ground experience starting as a Junior Police Officer and moved up the ranks to Director of Operations - Deputy Policy Chief for a town of 35,000+ with known economic and racial disparities that boarders directly with the state of Illinois and nearby city of Rockford.

  • Led and assisted in the advancements of education and training that elevated the competency of the officers.
  • Conducted and resolved several highly politicized internal investigations of a sensitive nature involving top law enforcement and elected officials including a police officer that fatally shot a youth. Strategies used fostered healing and unity throughout the community during a difficult racially charged period, warding off civil unrest and violence.
