Current process exceeded 375 calendar days resulting in major delays and/or expedited approvals for Information Technology Certifications and rework by the certification approval staff. Led a NAVAIR National team through all facets of CPI tools and methodologies reducing cycle time to 90 calendar days or less, eliminate multiple check points and redundant process steps, and develop a sustainment plan. I was charged with achieving an accuracy rating of 80% on time delivery with a correct process and algorithm to produce reliable ECDs . Led a Nation Multi-Navy SYSCOM team through CPI tools and methodologies, piloted historical data against a proposed algorithm using three year data range and NAVSUP funded work resulting in an 80% solution with an ECD accuracy of 62%; 65% or greater solutions is anticipated through additional solution implementation and algorithm adjustments. Project completed in 10 weeks versus nine months using virtual technologies reducing time away from remote locations and eliminating travel costs. I successfully manipulated tool use reaching the same results as prescribed tools reducing project cycle time.
  • NAVAIR HQ 7.1-Administrative Professional Assessment-Command Climate Survey and Strategic workshop identified a lack of career enhancement opportunities for NAVAIR\'s Admin Professionals. I was charged with leading a National team of Competency 7.1 Leaders to define current state, determine future state; identify opportunities for improvement; develop curriculum to eliminate/fill gaps; and deploy curriculum.
  • NAVAIR Business Financial Management -Charged with reducing the volume of funding documents by 11% and realign 15 work years to gain a cost avoidance of ~$ 6M over a five year period. I led a cross functional team of subject matter experts through all facets of the Continuous Process Improvement ( CPI ) tools and methodologies. Analyzed historical data, I identified six NAVAIR entities processing greater numbers of funding documents. I conducted a root cause analysis with multiple groups uncovered single funding documents were processed for specific and single requirements. Recommended solutions were for entities to consolidate specific line items onto one funding document, revised current training modules directed to this change resulting in a volume reduction of 15% with 20 work years realigned to other necessary analytical work to be performed.
  • Conducted an analysis of over 5,000 Billet Identification Number (BIN) changes per month from September 2011 to March 2012 for the Command Strategies, Force Planning and Analysis Department. A manual analysis of discrete data resulted in identifying 8479 changes using eight attribute categories, 267 BINs lack three comparable data points, 94 BINs were moved from one Competency/ PEO to another and 41 BINs lacked an ORG code.
  • Managed and implemented a Furniture Procurement process that reduced the procurement cycle time from 263 to 80 days through identifying a sole source provider with a cost reduction of 4%-8% on volume, a redesigned web based tool to support a workflow process, and standardized furnishings.
