Accomplishments

Selected to serve as the Lead Management and Program Analyst (GS-343-14) for the Strategic Management Team (SMT) in the Procurement and Grants Office (PGO) during the most critical quarter at CDC. Led a 4 person team of Management and Program Analysts in assisting PGO in awarding over $10 billion dollars in grants and contracts during fiscal year 2012.

Trained over 90 PGO grants and administrative staff on the processing of Electronic Federal Financial Form (FFR) in eRA Commons. This training eliminated the need for paper FFRs to be submitted by CDC grantees, reducing organization operating costs by 20% by streamlining the FFR process.

Conduct annual and quarterly workload planning assessments for PGO management to determine peak workload distribution. Make recommendations for workload redistribution in order to increase efficiency, reduce overtime, and improve quality of grants and contracts actions. Monitors and ensures that PGO achieves established targets for Key Performance Indicators (KPI). Make recommendations for planning efforts in future years based on historical performance. Work closely with Information Technology Program Management Office to implement technology changes. Provide input and materials for PGO Intranet use by PGO. Participate in various workgroups as a Subject Matter Expert (SME) to enhance IT systems throughout CDC.

Serve as the principal contact and liaison for the Information for Management, Planning, Analysis, and Coordination (IMPACII) application for PGO Grants Staff. Gathers, documents, and validates business requirements from SMEs and stakeholders. Translate business requirements into functional system specifications to be developed by the National Institute of Health (NIH) technical team. Work closely with PGO Policy Office, Management Information Systems Office (MISO), and Financial Management Office (FMO) on various grant processing concerns. Provide IMPACII training to PGO Grants staff. Create training documentation, user’s guides, and videos to assist staff in processing grant actions. Provide data calls and FOIA requests to internal and external stakeholders as it relates to grants and contracts information.

Support the CDC Procurement & Grants Office (PGO) by acting as a lead in gathering, analyzing, documenting, and communicating requirements to facilitate the development of software applications. Lead business analyst for the Information for Management, Planning, Analysis, and Coordination (IMPACII) application used to process healthcare related government grants and cooperative agreements. Facilitate meetings with stakeholders to define requirements. Document requirements and decisions made in meetings with end users. Investigate procedures and analyze findings and make needed recommendations in report format to management. Work with PGO policy to improve processing consistency.

Manage software change requests for each software release. Act as a Liaison for CDC with the National Institute of Health (NIH) for all IMPACII related issues. Test software releases and document test scripts and outcomes. Coordinate and conduct IMPACII training for Grants Management Specialists in PGO. Communicate project status and recommendations for various web-based applications. Provide lead technical assistance to the Grants Management Information System application by analyzing and resolving 90% of helpdesk tickets.

Monitor the PGO helpdesk by analyzing, assigning, and resolving incoming trouble tickets. Facilitate hands-on training sessions to Grants Management Specialists and Grants Management Officers in PGO on processing grants and cooperative agreements in the eRA/IMPACII application. Instruct GMS and GMO on regulations and policies concerning managing electronic data obtained from IMPACII. Instruct GMS on how to successfully process various amendment actions (supplements, carryovers, change of institution, change in PI, and extensions) in the Grants Management module. Software Developer Delta Air Lines, Inc. (Delta Technology) City, STATE,

Designed, coded, tested, and implemented the Flight Attendant Pay Redesign System which consisted of more than 50 user functions and over 80 GUI screens. This system was developed on a mainframe using Natural programming code. Wrote over 50 requirement documents and received approval from the end users. Supported and performed troubleshooting for the pay system as required, optimizing performance, resolving defects, and providing timely follow up on all problems. Maintained various flight attendant schedules functions. Verified all flight attendants pay statements were processed and accurate before distribution. Created and maintained system documentation.

Designed and maintained a client/server application for Delta Air Lines Catering department. This application is a distributed system that consists of over 100 windows developed using PowerBuilder and Sybase Stored Procedures on the UNIX system. Maintained the electronic data interchange (EDI) process to provide pricing information for ingredients, recipes, and menus between Delta Air Lines and their catering partners.

Analyzed systems used in Delta Air Lines Schedules Department. Designed and documented automated functions that would make the schedules department more efficient. Provided analysis, design, programming, testing and technical support for various applications in the schedules area. Performed all duties and has thorough understanding of the software development life cycle.
