The important thing to remember is that a hiring manager will probably spend less than 10 seconds reviewing your resume before deciding whether to throw it out. Therefore, you only want to include relevant information. If you list certificates you obtained over 10 years ago, then it suggests you have not done anything noteworthy in the decade since.
Even if you obtained the certificate within the last year, you also need to consider whether it will assist you in the job you apply for. For example, if you have a certificate related to social humanitarianism, then it may not be prudent to list if you want a technical career.
