Purpose of Job:
Develop, Analysis, Managing the FM Database
Build the relationship between FM Database and AHRMIS Afghan Human Resource management information system and EPS Electronic Payment System.
Build and develop the Force Management FM Database
Define, design, implement, and maintains SQL database and conceptual, logical, and physical data models. Advise customers on issues regarding full life cycle of data from design to production to maintenance, and including conversion, migration, translation, and data quality assurance. Assures that database information can be shared, understood, accessed and is accurate. Assess customer requirements, evaluate alternatives, and develop recommendations. Responsible for all activities related of computerized SQL databases. Advises and assists government on establishing and implementing administrative policies and procedures, on technical problems, on priorities, and on methods. Projects long-range requirements for database administration in conjunction with other Units in the information systems function as well as business function managers.
•Install, configure, administer SQL for FM database at MoI - NOC Network operation center
•Install, patch, upgrade, configure, and maintain SQL binaries (database, CRS, app server, and Grid Control agent) and databases
•Create tables, views, indexes, database links, views, materialized views, stored procedures, and other database objects as needed.
•Create and assign database roles and privileges.
•Perform export/import using Data Pump.
•Upgrade SQL products and databases to latest release
•Apply quarterly CPU/PSU patches
•Implement and maintain database security
•Develop and document procedures for backup and recovery of databases with ICT Department
•Implement database system backup strategy and perform restore and recovery to the MoI – NOC
•Monitor and manage legacy backups using command line interface
•Validate database backups at MoI – NOC and FM directorate
•System performance monitoring and troubleshooting
•Monitor databases using tools like TOAD and SQL Enterprise Manager Grid Control
•FM DB Relationship AHRIMS Troubleshoot databases-related issues
•Develop and maintain Linux shell scripts on performance monitoring and system maintenance
•Update, maintain, and implement security policies in accordance
•Implement mitigations of security vulnerabilities
•Tune, administer and maintain SQL instances according to set standards
•Work independently and coordinate with various teams (AHRIMS, EPS) in accordance with defined standards and practices
•Communicate with MoI leadership as to the progress of open items and work with other security specialists, the database group, or other infrastructure resources as needed
•Coordinate with the AHRIMS and EPS application teams to diagnose and correct issues
Advise and coordinate future architectural changes with the AHRIMS and EPS development teams
•Review and comment on scripts provided by AHRIMS and EPS application teams for implementation on databases and run approved scripts to create database objects and stored procedures
FM Force Management Document & Database Analysis
•Confirms project requirements by studying user requirements with the MoI organizations
•Maintains data dictionary by revising and entering definitions.
•Maintains client confidence and protects operations by keeping information confidential.
•Maintains technical knowledge by attending educational workshops; reviewing publications; establishing personal networks; participating in technical with all MoI organization
•Ensures operation of equipment by completing preventive maintenance requirements
•Contributes to AHRIMS and EPS team effort by accomplishing related results as needed.
•Determines changes in physical database by studying project requirements; identifying database characteristics, such as location, amount of space, and access method.
•Changes database system by coding database descriptions.
•Protects database by developing SQL and Oracle system; specifying user level of access.
•Maintains user reference by writing and rewriting database descriptions.
•Analyze data flows between all operational entities involved in processing
•Develop and maintain procedures for managing the successful completion of operational data transfers
•Ensure that quality measures are in place for the error-free processing of exception conditions, alternate flows, and unusual circumstances
•Collaborate with technical support teams and business process owners to investigate and resolve production quality control failures
•Support development efforts related to vendor data flows and operational data quality
•Communicate issues, risks, and mitigation plans for existing systems to MoI Leadership
Manage the FM Force Management Document and Database:
•Tasks, Coordinate directly with Police Force Management Division personnel to develop training plans and to provide regular assessment reports as required by Police Force Management Division advisors of progress toward transition.
•Tashkil Communication, assist in the transition of the PFMD database to MoI Force Management control, and provide oversight of the database as it transitions to AHRIMS Database
•Product, produce tables, queries, forms, and reports of the Force Management database (automatically generated by the database in English and Dari) as required by the MoI Director of Force Management and the Chief of the Police Force Management Division.
•Training, will prepare a training schedule and training program (in consultation with Police Force Management Division advisors) and conduct training of ANP Force Management Directorate personnel on implementation and maintenance of the force management database, to include data management and creation of reports.
•Mentorship. will mentor ANP force management database personnel to ensure accurate data is input and maintained on the ANP force management database, and ANP personnel are providing timely and accurate reports.
•Tashkil Database Distribution. Advise the ANP functional proponent in implementation and deployment of The FM Tashkil database in a network environment that is accessible to all ANP units.
•Capability Milestone Advancement. Provide information for the MoI Ministerial Development Board regarding of Capability Milestone advancement in accordance with the Ministerial Development Plan.

oBuild and sustain the ANP Force Management (FM) Database both for the Afghan Ministry of Interior (MoI) and the International Security Assistance Forces (ISAF).
oResponsible to build and sustain the FM database structure
oResponsible to construct and sustain the FM database relationships
oResponsible to organize, build and sustain the FM database tables, queries, forms and reports
oResponsible for translating the MoI documents, preparing the drafts, forward them for final approval and entry into the force management database.
oResponsible to run the action code in forms and reports in the FM database.
oDevelop, plan, evaluate, prioritize and systematically manage all force development and integration databases to include: force structure, force generation and force modernization. Operates the under the general direction and guidance of the NTM-A/CSTC-A ACG PD PFMD, Chief, MoI FM.
oGuide, teach and mentor ANP FM personnel. Determines broad objectives of the FM systems, establishes policies and implementation guidance and supervises FM System database programs and functions.
oProvide a development plan for the CSTC-A and MoI FM leadership and maintain assessment reports of progress.
oProvide periodic summaries of significant events in the areas of responsibilities.
oAssist in providing information for the ANP Ministerial Development Board (MDB) updates.
oProvide instruction to MOI personnel on force integration processes and procedures.
oAssist in the development and implementation of force integrations processes.
oAdvise the ANP functional proponent in implementation and execution of the FM system, to include data management, and operation of the ANP FM systems within ANP objectives.
oProvide support and guidance with vertical and horizontal integration, nested with national and Ministry of Interior (MoI) strategic objectives.
oProvide expertise and comprehensive training to ANP personnel on the areas of data management, data quality assurance, data sanitization, database security and maintenance, and procedures for both a database and integrated web-based security portal.
oProvide instruction on proper input and retrieval of information for all referenced systems.
oEnsure accurate data is input and maintained on ANP FM databases and ANP personnel are providing timely and accurate reports to their leadership.
oConduct Internal audits to validate system development and training efforts.
oMonitor performance of ANP personnel and the development of an automated systems and databases; provide corrective training to eliminate the deficiencies.
oOutline identified deficiencies and takes corrective actions; provide written reports to NTM-A/CSTC-A ACG PD PFMD and ACG PD PFMD advisors.
oContinue the development and implementation of synchronization tools, coordination of orders, and supporting data base management necessary for fielding and maintaining the ANP FM database as the official MoI authorizations database of record.
oCoordinate and implement hardware solutions to the force management system deployed in a network environment.
oServe as DBA and system administrator and train ANP personnel to assume DBA duties.
oDevelop and provide the ANP and NTM-A/CSTC-A with system user guides and SOPs for the Data Base system.
oPerforms other duties as assigned.
