I am a well-qualified and experienced Real Estate Asset Manager who is self-motivated and possess excellent analytical and problem solving skills. I represent the Division as the principal technical resource staff person for Multifamily Hubs, Satellite Offices, and HUD senior management. In this capacity, I regularly provide advice and guidance on matters pertaining to their portfolios including tracking their WatchList, covering both insured and non-insured portfolios, multifamily asset file reviews, and prepare/present findings to the FHA Commissioner via the quarterly Credit Risk Committee. Additionally, I aid in the investigating and resolving of technical/programmatic issues related to specific transactions, and asset oversight. I am also responsible for the oversight and coordination between the Multifamily Asset Oversight Division and other inter-agency offices, including the Office of General Counsel, the Departmental Enforcement Center, Multifamily Production, the Office of Evaluation, and Program Systems and Support. I regularly represent the Division and present information in meetings, trainings, and similar activities with external working groups on risk mitigation strategies. I also am responsible for the writing and or revising of eight Housing Handbook 4350.1 (Multifamily Asset Management and Project Servicing) chapters.
As a Housing Program Manager, I represent the Division as a liaison between Multifamily Housing and its internal and external working groups, field offices, and other Federal Agencies. I was responsible for the implementation, revision, and interpretation of policies and procedures related to multifamily housing programs. I also provided advice, guidance, and direction to the above entities in a manner that was supportive of Multifamily Housing's goal of providing decent, safe, and sanitary housing to its clients.
As a member of the first-ever multifamily “watch list team”, I am responsible for performing an in-depth financial - analysis on the top tier of Multifamily Servicing Lenders and presenting findings and recommendations to the FHA Commissioner. I am also responsible for coordinating quarterly watch list calls with Servicing Lenders, to discuss troubled assets in an attempt to mitigate losses and lessen the amount of claims being paid out of the FHA Insurance Fund. Additionally, I work collaboratively with the Lender Quality & Management Division (LQMD) to determine if servicing lenders have met their annual compliance requirements to continue to be eligible to participate in FHA programs. Through my proactive engagement, I have identified excessive waste associated with several procurements in which I am currently assigned and have instituted corrective actions. I am responsible for the de-scoping of non-value added deliverables contained in multifamily contracts under my purview, which has resulted in a projected future savings of over $10 million, annually.
As a white board design team member, I am responsible for ongoing continuous improvement efforts as it pertains to white boards and Sustaining Our Investment (SOI) initiatives. I am the national point of contact for Multifamily Use Agreements and servicing related issues. I serve as a Certified Government Technical Representative (GTR) and am responsible for the monitoring of all high profile Multifamily Asset Management procurements. I am responsible for coordinating and ordering approximately ten thousand inspections of multifamily properties a year, via the Reverse Auction Program. I am also responsible for the quarterly recapturing of funds for the Interest Reduction Payment (IRP) program, which increases funding available for the rehabilitation of multifamily projects. I wrote the Statement of Work (SOW) and developed a policy on how to perform Compliance Monitoring Reviews of Use Agreement properties. As a team leader, I led the development of policies and procedures for the, first ever, Use Agreement Chapter, represented in the revised 4350.1 Rev-1 Handbook. Prior to this chapter, Use Agreements have never had a formal policy whereby business partners could reference for guidance. I created the first ever MS Access database to track Multifamily Compliance Disposition and Enforcement Plans (CDE).
Responsible for gathering, analyzing, and presenting information pertaining to potential applicants purchasing FHA insured Single Family Home Mortgages. Additionally, I reviewed and monitored Test Case Lenders, underwrote pre-closing and post-tech agreements, conducted quality control review of files, drafted deficiency letters to lenders for problem files and trained 300 people for the Direct Endorsement Training held by the Atlanta Homeownership Center. At the request of senior management, I developed and assisted on a case-study on the city of Memphis, Tennessee to examine its high default rates and the default rates by correlating zip codes and socioeconomic factors. I served as the Single Family Representative on a national Military Base Relocation Assignment Committee Task force. I also represented HUD at community outreach and awareness functions.
