I have successfully managed federal, state and commercial proposals and programs over the last 25 years. For the past six years working for General Dynamics Information Technologies (GDIT) I have lead proposal teams in all phases of proposal development, from developing win strategies, outlines, storyboards, Pink and Red Teams, to proposal submission. I am innovative, resourceful and experienced with the ability to identify opportunities with the understanding of today's business conditions and alliances to customize and integrate strategies.
I contracted as Proposal Manager for multiple RFP responses, driving the proposal process and working with multiple V.P. organizations. Responses include technologies such as IP Interconnection Database, Local Number Portability, Common Short Codes, E-911, Domain Name System, Internet Assigned Numbers Authority and Parental Controls Age Verification for wireless phones. I managed the proposal development plans, kickoff meetings, and color teams on all volumes.
Proposal Manager for proposals that include Support Contractor Management Program (SCMP); Open Source Center (OSC) Warehouse; US Air Force-Europe (USAFE); Defense Intelligence Agency (DIA) New Campus East Active IT; Distributed Common Ground Systems (DCGS); OSC System Technical Requirements, Engineering & Execution Team (STREET), and many others. Proposal Manager for a two $100 M plus Top Secret proposal in a SCIF environment. Developed, standardized and published processes for all General Dynamics Information Technology (GDIT) proposal methods, procedures, libraries & templates by building on the GDIT Enterprise Business Development Process while managing major Intelligence Solutions Division (ISD) proposals. Processes included proposal management plans, compliance matrices, past performance citations and questionnaires, resumes, storyboards, and proposal kickoff presentations.
I was the Proposal Manager for multiple Federal, State, Local, and International proposals. Responsible for managing the compliance matrix, schedules project overviews, kickoff meetings, writing instructions, review teams, editing, and desktop publishing processes. Projects include FBI, Toyota, and New York City.
I managed the acquisition of an existing remodeling franchise in the Washington DC metropolitan area. I transitioned the company from a 90% commercial business to a 100% residential business while increasing gross sales and units sold. I increased the company's net value by reorganizing the business territory and structuring the franchise exclusivity in the Washington area. I developed and won a proposal to contract with The Home Depot Co. to be their exclusive bathroom-remodeling partner for their “At Home Services” division, estimated to triple the value of the franchise.
I contracted with major telecommunications corporations performing program management, process management, technical writing, change management, logistics, training and strategy development. Companies included WorldCom's Americas Product Marketing group, Concert Management Services and Nextel.
Program Manager for all AT&T GCI Asia Pacific proposal responses, including the CLK Hong Kong Airport RFP response. I wrote the initial 5-Year Plan for Asia Pacific Region and coordinated and wrote the “GCI Solutions & Professional Services” which provided an overview of GCI Experience, Personnel, Services and Solutions used to promote GCI within the AP region. I met with Dato Haji Omar, Minister of Finance, Malaysia, concerning cellular, harbor telecommunications and the superhighway Telecom system in the new township of Puerta Jaya.
I managed the proposal development and writing for the Hong Kong 1997 Handover Ceremony for the core facilities of the Press & Broadcast Centre (“PBC) conforming to the detailed requirements outlined in the RFP. I initiated alliance efforts with numerous multi-national companies and foreign governments, including Design Tech; Australian Office of Government Information Technology; Wheat International; Philippines National Police; and the the Korean Inchon Project.I applied and received Letter of Interest for $10 million from EXIM Bank for the Port of Tanjung, Jakarta, Indonesia. I managed the Kazakhstan Pipeline proposal development, a procurement of communications equipment & services, including extended client visits to Kazakhstan and Moscow. I directed logistical operations for the support and maintenance of satellite earth stations in Saudi Arabia and Kuwait during the Gulf War, including an extensive in-country audit of financial systems. I was a Core Team member, Section Leader and technical writer assigned to coordinate the Automated Systems section of the $500M Department of State Telecommunications Network (DOSTN), including the project management software. I spearheaded all personnel consolidation issues in the Silver Spring Data Center, including counseling, testing, staffing, relocating and tracking the 225 plus employees. I supervised the operation, maintenance and recovery of multiple, large-scale computer mainframes used to process EDP systems serving all departments within AT&T Long Lines, including supervision of 20 to 25 employees. I managed a headquarters staff position responsible for Operations Reviews of all AT&T major computer power systems in the United States. I directed the technical instruction for data managers, computer technicians, and clerical personnel for the Washington, DC area. Chairperson of the National AT&T Data Training Council.
