Subcontracted to Parsons Construction on the SWPF project at the Savannah River Site. Supported the project as a pipe support Field Engineer. Due to nature of the work being classified I am limited on what I can say about the nature of the work.
Working directly for the Lead Mechanical Field Engineer as a sub-Lead. I ran a group of Mechanical FE's dedicated to special projects and client reporting. Due to the sheer volume of meetings I attended 5-7 meetings at all levels from senior TVA management to the Construction management team (Construction manager, Scheduling, Project Controls, Superintendents, etc.). I represented all of the mechanical group's 125+ FE's in order to facilitate the Mechanical Lead being able to have time to do his job with me being his right hand man for anything not clearly fitting into one of the other sub-Lead's domains (Piping, Hangers, HVAC and I&C). I was the key point of contact for all outside groups and facilitated when issues arose between the groups. I was the procedural expert for the Mechanical group, when issues were raised that fell outside most field engineer's knowledge of procedural requirements or fell into a grey area, they would come to me to interpret the data and find the right answer if there was one. If there was no right answer I helped them with the planning of the corrective action program to submit a CAP, that would get a fast turnaround. The group I was the lead of had many purposes over the 2 years my subordinate's primary purpose was interfacing with project controls to take the data from the group and submitting and validating it. Due to the complexity of building a new nuclear plant next to an existing one, both of which were started 40 years ago, there were many data sources for everything from Work Order status, scoping, library checkouts, and many others. For an FE to find the status of their work order they had to check 6-7 different sources. To streamline this effort, I made an automated database to pull all the data into a useable format and daily automatically email all 125 FE's and the Sub-Leads the status of the WO's assigned specifically to them or needing to be assigned. I also advocated for and helped develop revisions the primary procedures that we operated by that reduced paper closure time from an average of 20-30 days of review and corrections down to 4-5 days on average.
Worked 2 outages as a Senior Field Engineer Implementing and overseeing installation and modification of plant systems both in the turbine structure and in the Rx Compartment/Aux Building. During the first non-outage period I acted as a planner. The second Outage I acted as an assistant to the PFE attending meetings and representing the group of 100 Field Engineers (Electrical, Civil, and Mechanical) to the client. I tracked and pushed all FE's in the planning efforts of over 1100 work orders while assisting with the planning process to ensure that the group was ready for the Outage start dates. I designed a tracking database to ensure all scope and work was covered and tracked in a timely manner to keep us on task and under budget with no delays.
Worked with the Toshiba Japan startup team to plan for the startup of STP 3&4. Developed startup testing and flush plans, system scoping, and site layout plans for flushing equipment. Wrote plant operating and maintenance procedures. Worked as the groups Corrective Action Plan Coordinator. I prepped and planned the groups presentations for our Toshiba oversight team to ensure that the material was presented in an easy to understand method to reduce the risk of translation issues for the Japanese translators.
Worked as one of the Senior personnel in running the plate and parts department. I was the CNC programmer for the company taking CAD drawings from the draftsmen and engineers and programing the CNC code required to cut the parts and plan it to minimize scrap material. Performed or verified all parts were checked for quality control of cut measurements and radius bends of pressure vessel shells. Qualified to operate all machinery, forklifts and hoists in the company. Trained personnel in safety, print reading, hoist operation, operations of Plate Rollers for rolling the tank shapes, CNC plasma cutters used to cut and mark parts and tank shells, and basic welding. Was one of the few drivers of the onsite yard dog truck to move the 48' and 53' trailers from place to place as required to support loading and shipping. Assisted the purchasing department by keeping track of over $1 million of scrap plate from previous jobs to maximize the company's profits ensuring plate steel was used to it's maximum potential leaving very little scrap to be recycled while minimizing the amount of new plate that had to be bought. Assisted the shipping department with new plate receipt, inspection, unloading and organization.
Lead Petty Officer for shop 38N Nuclear Repair Facility Repair Shop. Managed a multi-disciplined group with various ratings on loan from other divisions who normally did not work radiological jobs. Was responsible for taking the non-nuclear personnel and training them to the standards required as radiological workers and glove bag workers using specialized tools to mechanically cut and prep contaminated pipe in order to facilitate repairs underway if needed. Received Letters of Commendation for my services in outfitting several submarines with single piece foldable plastic containments for their crews head decontamination station to facility fast setup in case of an emergency to maximize efficiency in processing people in case of a contamination situation, the commendation was due to the fact that much better equipped and larger facilities in Norfolk, VA could not replicate what I built using a 50 year old Di-electric heat seal machine using 2-8” bars to seal hundreds of feet of seams with no holes.
As a qualified Engine Room Supervisor I lead 1/3 of the mechanical division on a daily basis in the operations of the Engine Room and assisted the Engineering Watch Supervisor in maximizing training, qualifications, and performance of our watch team. I was the division expert on the Quality Assurance and Subsafe program, many times I assisted other divisions with their programs as ours was the most robust and comprehensive making me one of the ships subject matter experts. I managed the divisions Formal Work Package processes ensuring all upcoming and routine maintenance work orders were planned and approved prior to the required time meeting the most up to date requirements. I was one of the senior qualified mechanics when it came to Quality Control inspections and performed most of the divisions required inspections on everything from heat exchangers, pumps, valves, pressure vessels, and storage tanks to name a few. During my last two tours on board I was the Lead Senior Mechanic on the ships drill team which ran drills at least 4 times a week, ensuring as machinery was tripped and shut down to simulate casualties that the on watch personnel took the appropriate steps to ensure safety of the ship.
