Metro Transit - St. Louis – East Saint Louis , IL
• Volunteered to serve as Procurement Chief for the Regional Contracting Office, supporting two Marine activities on Oahu, Hawaii; Kaneohe Bay and Camp Smith, during the vacancy of a Senior Enlisted Contracting Adviser.        
• Oversaw all contracting actions for a staff of eight civilians and enlisted members. Directed and trained staff in contract execution and critical end of FY financial liquidations.                    
 • Provided guidance to staff on requirements definition, awards, and close outs for performance based acquisitions below $150,000 SAT.  
• Provides cradle-to-grave contracting support for varied acquisitions, including simple and complex contracts. Responsible for reviewing, issuing and monitoring solicitation documents; reviewing and evaluating proposals; preparing, reviewing and issuing contract documents; performing administration of awarded contracts; and monitoring the performance of contracted parties for small to medium dollar contracts including delivery/task orders, and services. 
• Working within a project team, performs acquisition planning to assist in the determination of the most appropriate contract type to support the overall goals of the government customer.                    
• Establishes procurement milestones for each procurement. Conducts market research as required, advertises procurements and contract awards, prepares solicitations and Requests for Quotations and all associated documents such as justifications and approvals and determination and findings, issues solicitations, and receives, records, and reviews offers.                                                              
• Prepares contracts, purchase orders, and delivery orders with all associated award documents for signature by the appropriate Contracting Officer.                                                                        
• Supports source selections, documents decisions, distributes contracts and orders and maintains official distribution lists. Leads contract negotiations to ensure Best Value for the cost or price. Works closely with customers and vendors to manage and facilitate productive contractual relationships.
• Resolves vendor payment issues identified in quarterly reports through proactive communication with DFAS.  Searches for ways to cut costs, improve service and reduce inefficiencies.                          
• Reviews invoicing and resolves payment issues, prepares delivery order pricing, and contract closeouts and maintains payment records, maintains payment history and obtains additional funds as required from contractors or customers.
