  • As the Port Director, my current duties involve the supervision of all aspects of the daily operations of a U.S.
  • Customs and Border Protection (CBP) Port of Entry.
  • I am responsible for assigning all overtime assignments and ensuring that this office stays within our overtime budget.
  • I review daily workloads and assign officers to respond accordingly in order to ensure that port resources are allocated in a way to maximize efficiency while upholding our mission.
  • As the Port Director I am responsible for evaluating employee's performance and conduct through the use of the employee appraisal system as well as resolving any disciplinary actions through counseling or written reprimands.
  • In October of 2003 a "new hire" Customs and Border Protection officer reported for duty at this location.
  • Before this individual attended the CBP training course at FLETC, I was responsible for all Pre-Academy training.
  • After this officer completed the CBP officer training program at FLETC, I have been responsible for administering and monitoring all of his Post-Academy training requirements.
  • This also includes evaluating this individual during his probationary period to insure fulfillment of his conditions of employment.
  • I am also responsible for insuring that other vital port functions are reviewed, maintained, as well as approved; such as time and attendance (COSS), Purchase Card functions, local budget review and implementation, the PIMS property system (now the new system - SAP), completing all applicable reports and self inspection issues.
  • I perform many day to day functions such as the processing of cargo entries, examining cargo, boarding-entering and clearing aircraft as well as assisting the importing/exporting community.
  • Another function that I perform is the conducting of audits on local carriers; attention to detail and analyzing all available information is important when performing audits to ensure that carriers of bonded cargo are adhering to all applicable federal laws and regulations.
  • I also utilize and am proficient with the many different operating systems/enforcement tools at my disposal that are used to target and examine high risk shipments and/or conveyances.
  • I have also provided training to subordinates and co-workers on the use of these systems for targeting cargo, passengers and conveyances.
  • During increased national alert levels I am responsible for reallocating local resources to be commensurate to local/national threats, this includes remaining in contact with other federal and local agencies to ensure proper proactive and reactive responses to incidents, such as possible terrorist attacks, are undertaken.
  • Due to this port being an "inland" port of entry, I process many aircraft (commercial and private) entering and leaving the country from this location.
  • Aircraft processing involves many varied and technical aspects such as reviewing all accompanying paperwork for completeness, interviewing and possibly searching all crewmembers and passengers, and insuring all government rules and regulations are fulfilled.
  • Currently I process on average 5-10 commercial/private aircraft a week.
  • I am also responsible for providing technical advice on entry and exit requirements as well as making final determination as to the granting of "landing rights" for arriving aircraft.
  • Due to the Port of Shreveport's size and staffing I am often responsible for ensuring that all USDA AQI requirements are satisfied.
  • Examples of these requirements would be the verification that cargo and conveyances are clean andpest free, fruits and vegetables arriving from certain foreign locations are detained, etc.
  • I have had experience with enforcing the USDA AQI regulations on many instances; an example is with the many military aircraft that I have processed arriving from theaters of operation such as Iraq and Afghanistan.
  • These flights carry items ranging from light and heavy equipment to troops with personal baggage.
  • I have examined these articles and individuals thoroughly to insure compliance with the aforementioned regulations.
  • As the Port Director, it is my responsibility to ensure that any foreign nationals that arrive here directly from foreign locations have proper visa's/paperwork.
  • I have processed several different types of visa holders to include individuals with valid B-1, C-1, D-1 visas as well as reviewing the new F-1/I-20 SEVIS visa/paperwork for foreign national students arriving at this port of entry for school enrollment.

  • Immigration and Customs Enforcement aircraft arriving directly from foreign locations to this area.
