I'm currently employed by Snohomish County Information Services as the Senior Information Technology Contract Specialist. I've been employed with the County for approximately thirty years. I've worked in both County Purchasing (approx. 16 yrs.) as a buyer II, and Information Services as the IT contracts manager (approx. 14 years). Although my overall professional procurement experience exceeds thirty years when considering my employment in the private sector.
My specific skills include the following: knowledge and understanding of County and Washington State procurement laws and regulations, as well as applicable federal mandates; knowledge and understanding of best purchasing practices for government procurement of both IT and non-IT goods and services; knowledge and understanding of best practice with respect to contract negotiating techniques; knowledge and general understanding of what and how Snohomish County departments/ divisions contribute to central Purchasing and the overall success of the purchasing function; leadership training and knowledge to lead and manage groups of individuals through the County procurement processes; knowledge and understanding of a broad range of commodities (products) and services; knowledge and proficient use of MS Office products, i.e. Word, Excel, Project, etc.; and maintaining a durable and excellent working relationship with various County directors, elected officials, line managers and line staff personnel.
Evergreen Industries was a second tier Boeing certified supplier of aircraft parts and sub-assemblies. I was responsible for managing approximately forty outside vendors that supported the in-house manufacturing effort. Vendor productivity accounted for approximately 30% of the monthly revenues, on average approximately $1-$1.5 million dollars. Vendor Quality Assurance rating was 98%, and on-time delivery rating of 95% over a my three year employment period.
Initially employed at UW as a furniture buyer, but was then transitioned to hospital buyer. Assisted the hospital nursing staff and medical professionals purchase hospital supplies, equipment, service contracts, and assisted with establishing pharmaceutical contracts.
