Report directly to the County Director. Responsible for the direction of a $10M annual operations budget, and a $310M annual capital and IWQ project budget, for the maintenance operations, modification and upgrade of 2 water treatment plants consisting of 31 buildings and corresponding systems.

Responsibilities include system integration, technical operations and systems, departmental short and long-term budgeting, financial forecasts, project design and implementation, labor management, capital program approval including obtaining competitive bids, generation of project cost estimates, and contract negotiations for construction and modification projects and the oversight of system modifications and maintenance. Types of systems include structural, electrical, mechanical, plumbing, HVAC, roads and grounds, motor pool, chemical storage and distribution systems.

    Accomplishments

  • Reduced the existing work order back log by 95% at one plant, and by 90% at the other plant within a 4 month period.
  • Successful in maintaining these numbers with 250 to 400 new work orders being added quarterly during the past year.
  • Populated over 600 new assets within the existing Maximo database.
  • Generated detailed work instructions for all systems/assets entered and previously populated.

    Responsibilities included the scheduling and implementation of     modification projects, daily maintenance operations (preventative and     unplanned) for structural, electrical, mechanical, plumbing, and HVAC     systems and their sub-systems ensuring that components support the     guest experience and minimize disruption to daily operations. Additional     responsibilities included capital project planning, content management,     exhibit collections and maintenance, roads and grounds, motor pool,     development of work procedures, and implementation of improvements     to the Enterprise Asset Management System (EAM) work control     database system.

    Prepared divisional annual operating budget, financial forecasts,     development of staffing schedules, and applicable cost variance     explanations.  Managed the care and preventative maintenance of     historical exhibits and artifacts valued at over $13.2B.  Supported and     coordinated applicable OSHA, First Aid, Safety and Environmental     Management policies and programs.

Responsible for design and modifications projects to $239M, a $3M annual operations and maintenance budget, and a $7M annual sub-contracts and services budget in support of 1.2M square feet of test, operations, manufacturing, and support facilities, encompassing 9 complexes with 35 facilities.

These facilities consisted of office, manufacturing, laboratory, clean room, and logistical space valued at over $186M. Guided talented, cross-functional teams providing technical and critical services from inception through completion for project management, contract management, systems monitoring and measurement, commercial services, equipment maintenance, process development, and operations and systems quality. These teams consisted of project managers, subject matter experts, engineers, managers, technicians, and subcontracted personnel.

Oversaw the design and development process, equipment specifications, and cost estimates, planning/development process, design projects and operations support services for mechanical, electrical (NFPA), plumbing (MEP), HVAC, refrigeration, natural gas, audio/visual (AV), video telecommunication systems, roads and grounds, first aid, ergonomics, and space allocations to ensure building code compliance and that systems align with industry standards and best practices. Designed and coordinated low voltage system modifications & power distribution, general wiring, low voltage controls, and digital system controls.

Familiar with safe electrical working practices, lockout/tag out, arc flash, & trouble shooting of systems/hardware.  Directed maintenance operation portfolio and implemented strategies to improve planned preventive maintenance programs, structural and system repairs, and service contract deliverables.  Generated statements of work, bases of estimates (BOE), change orders, contract award selection and criteria, requests for quotes (RFQ), analyzed contractual data from different perspectives, summarizing into useful information.  Also served as Contract Technical Manager with 18 years experience working with internal and external subcontracts.

Responsibilities included subcontractor management, OSHA, EPA, contract negotiations, FAR/DFAR, RS MEANS, GSA, and DCAA compliance.  Have managed fixed fee, incentive fee, award fee, fixed price, time & material, labor hour, and cost reimbursement contracts.  Served as company interface for the Kennedy Space Center Base Operations Support Services contract (BOSS) responsible for design, specification and technical direction for all base infrastructure support operations.
