As Assistant Officer-In-Charge, ADMIN Officer-Dept. Head, INTEL Officer-Dept. Head and OPS Officer-Dept. Head, managed up to 25 personnel; Mobile Tactical OPS Center Watch Officer with two Bahrain deployments, 4- and 5-months each; Naval Inflight Observer (UI) on P-3C Patrol Aircraft. Taught Tactical Operations Center processes to 20 personnel.
Evaluated and endorsed the instructing flight crew for Navy C-40A type aircraft Loadmaster duties. Qualified and re-qualified 20 C-40A Loadmasters. Taught over 50 Aircrew for C-40A flight positions and Crew Resource Management (CRM). Training included classroom lectures, practical lab applications and individualized in-flight OJT. Developed curricula alternatives and prepared lessons appropriate for level of training.
Instructed up to 20 students per class on driving safety topics during six-hour class. Classes presented in lecture format with discrete curriculum objectives. Used multiple audio-visual tools to "imprint" learning objectives in students' minds. Performed verbal drills on appropriate responses to various scenarios. Provided curriculum improvement inputs.
Evaluated and endorsed the instructing Aircrew for Navy C-9B Flight Attendants (FA) and C-40A Transport Safety Specialists (TSS). Also instructed and qualified FA/TSS personnel. Duties included preparation and delivery of lectures up to two hours in duration, past examples and physical demonstrations. Utilized Microsoft PowerPoint and distributed distance learning resources. Individualized training included ground based sessions for up to 6 hours and in-flight training in excess of 10 hours per day.
Was elected and held this office in south Brazos County in Texas. Was primarily responsible for administering and serving civil legal papers, traffic enforcement, office administration and bailiff duty for a precinct which grew from about 3500 to 40,000 residents due to redistricting and population growth. Duties included annual budget request preparation with presentation to County Commissioners and administering the final approved budget to meet standard and extraordinary department requirements. Budget increased 25 times from about $10,000 to nearly $250,000. Initially worked as part-time Constable with a non-paid Deputy Constable, no equipment, no office and minimal financial support. During my administration, the office grew to three fulltime peace officers, an office clerk and up to three non-paid deputies at one time. Starting with no material support or physical facility, I was responsible for acquiring four fully equipped patrol cars and a new, built to specification headquarters building with a communications center. Conducted hiring and evaluation of all new deputized and non-deputized personnel. Initiated and administered rigorous traffic enforcement on one of Texas' most dangerous highway sections leading directly to substantial reduction of crashes, deaths, injuries and property loss.
