  • Plan, establish, and monitor an effective and efficient fund accounting system Ensure that the accounting system provides proper documentation for all AACS programs in accordance with approved agency policy, grantor requirements, and state/federal law, local, state, and federal regulations (including OMB A-122 cost principles).
  • Generally Accepted Accounting Principles (GAAP) and standards set by the Financial Accounting Standards Board (FASB) and in appropriate instances the Governmental Accounting Standards Board (GASB).
  • Supervise the receipt, disbursement, deposit, banking protection and custody of funds, securities and financial instruments.
  • Assure and oversee monthly reconciliations of all agency banking and investment accounts.
  • Monitor cash flow, approve withdrawals of grantee funds and analyze the agency's financial status, advise program/departmental directors of their respective programs(s)/department's financial status and assist them in the preparation of budgets and amendments.
  • Review and approve all incoming and outgoing checks, reports, tax returns, and other financial correspondence.

  • Formulate and operate a system control designed to safeguard the organization's assets, assuring conformity with the agency's respective contracts/program guidelines.
  • Provide clear communication to program management that will effectively carry out all project's activities, including the issuance of necessary program operation directives; and policy development guidelines.
  • Supervise, review, evaluate, and communicate the performance to Finance Department staff, providing necessary and appropriate consultation, training, and guidance.
  • Monitor, evaluate, and review of new program changes, keeping the executive director and program/departmental directors advised of the current status of their funded programs and/or departments.
  • Work with Board's Investment/Oversight Committee and the agency's investment advisor/firm, keeping management apprised of investment opportunities and AACS asset protection.
  • Model and instill a "customer-service, interdependent, and goal-oriented" culture within the Finance Department, and between other Agency departments and programs.
  • Advise, consult, and communicate with program/departmental directors when implementing new Finance Department systems, procedures, or other changes impacting upon agency program/departmental operations.
  • Formulate and disseminate the agency accounting system's chart of accounts based on agency program/departmental needs, adding and revising appropriate and necessary accounts as needed.
  • Monitor and assure the proper coding of transactions to relevant and appropriate accounts as the key to effectively and accurately accounting for agency financial services.
  • Coordinate, assist, and/or prepare monthly and quarterly grantor reports.
  • This includes establishing, maintaining, and closing all programs in preparation for audits, working with auditors as needed.
  • Design, implement, and supervise the input and output of all Finance Department data functions and computer operations.
