I served as Deputy Director of the U. S. Army Missile Command at Redstone Arsenal Alabama. I was responsible for the day to day operation of the Procurement Directorate which includes planning, directing, and reviewing procurement programs in support of major weapons systems as well as support to the Defense Advanced Research Projects Agency of approximately $4,1 billion annually. I served as Chairman of the Value Engineering Change Proposal (VECP) and Un-definitized Contract Actions Review Boards. The Value Engineering Change Proposal board incorporated 47 Value Engineering Change Proposals into contracts in the first 9 months. I was recognized by the Department of the Army and the Department of Defense for outstanding achievement in Value Engineering for saving $20,000,000 in 1990 thru incorporating these VECPs into contracts. The average number of days required to process the VECP into a contract was reduced from 384 days in 1989 to 214 days in 1990. The number of Un-definitized Contractual Actions (UCAs) outstanding resulted in 113 UCAs being awarded as contracts during the first three quarters of 1990 and 54 during the 4th quarter of 1990.
I served as a warranted Goverment Contracting Officer without monetary limitation and directly supervised 7 division chiefs with an operating budget of 4.3 billion dollars.
