Provide all relevant information in each section
Make sure that you list all relevant points in each section. This is especially important in sections where employers expect to see information; if that information is missing, your resume will make the wrong impression. While the most recent one has a full listing of duties, skills and achievements, the previous job listing just states the employer and the time period. This looks particularly odd when, according to this resume, the earlier position lasted 15 years. Even if the experience gained in the previous job is very similar to the most recent one, it should still be enumerated, perhaps with some alternative phrasing. You do not want potential employers to think that you spent 15 years in a position without having learned or accomplished anything worth noting on your resume.
