Summary of yourself should be between four and six lines
The career overview at the top of this resume is way too short and does not really offer any kind of image of who this person is as an individual. Each column of skills section should have a maximum of eight bullet points
There are some good strengths listed in this section, but it is a little bit too long. The first column has 10 bullet points while the other one has nine, and you generally do not want more than eight points per column. In the interest of not eliminating any points from this list, the writer of this resume could easily transfer some of these skills up toward the summary section, so nothing is lost. The important thing to keep in mind is that you want somewhere between three and eight bullet points per column.

If you are going to have an entire section dedicated to your achievements, then you need to have a minimum of three bullet points to justify it. Separate information in experience section with bullet points
The experience section on this resume lists all of the responsibilities and accomplishments on separate lines, but it is missing the bullet points. The reason why many employers look for these dots is because it makes it easier to see when one line ends and when another line begins. Aim for around five points for each position
