Cold-contacting employers to explore unadvertised positions or propose that the employer create a position that doesn’t currently exist is an underused and highly effective technique. (See our article Cold Calling: A Time-Tested Method of Job-Hunting.)
Once you’ve initiated this cold-contact technique, you may want to follow up with a letter like the one below, which serves as a template with a suggested structure.

Having gained solid experience in [description of your field], I’ve determined that I can make a significant impact on an organization like yours. I’d like to make that impact in a [name of position] capacity, specifically contributing the following to your bottom line:
