A good way to start is with the tried and true formula [Current title/role + seeking a position/opportunity as/in + Desired role or industry]. You will then want to adapt it to make it appealing, personal, and keyword searchable. Review the Summary Statement or Career Summary in your resume (or Personal Branding Statement if you have created one) and try to condense it for your LinkedIn headline.
Remember that your LinkedIn headline is part of a full professional profile. It needs to reinforce your resume and be a good lead into the rest of your LinkedIn profile, where you will go into detail about your transferable skills. Include general skills that apply to your target role/industry along with high-value soft skills. And, study job descriptions of the role you want to move into, both for specific skills they are looking for and keywords.
