Most job postings will specify the format you should use for your resume. However, if the posting does not delineate which format you should use, the choice is up to you. But keep in mind that if you use MS Word, it is easier for a person to copy your information or alter it after submittal.
On the other hand, today, many employers use Applicant Tracking Systems to scan resumes for keywords and identify qualified candidates. If this is the case, submitting your document in MS Word format rather than as a PDF is the better option.
Whatever you do, avoid submitting your resume using an obscure file format, like .txt. This will make it more difficult for employers to open up and read through your resume.
