It turns out that this issue is actually quite minor. The location information is not super important to employers. In fact, many of them may gloss over the location of certain jobs entirely. Some may just use this information to be certain that you have worked in the right area before. Or, some particular jobs require familiarity with a certain area or city. Outside of these special cases, you don't need to worry too much about how you list the location of your previous jobs.
While that is the case, it is technically more correct to include the city you were, rather than the city the business was.
